REFERRAL PROCEDURE

IBEW Local 601 was chartered in 1913 and our membership prides itself in the fact that we expect and maintain the highest standards of quality, workmanship and loyalty to the IBEW and signatory contractors. We welcome all fellow Brothers and Sisters of our trade who have the same goals and expectations to sign out Books.

After signing in on the appropriate Group Register (Book) the applicant for employment will be assigned his or her place on the appropriate Group Register (Book). Note: Group qualifications are outlined in the Local 601 Inside Collective Bargaining Contract and are available upon request.

Upon receiving a request for manpower from an employer, we will attempt to fill that request within 48 hours using the following procedure.

Group I (Book 1) applicants will be contacted first, then Group II (Book 2), then Group III (Book 3) then Group IV (Book 4) until the request is filled.

We will attempt to make contact with each applicant in the order in which you register, starting with the first available applicant.

You could receive a call at any time Monday through Sunday from 7:00 am to 9:00 pm central time. Being unavailable for referral when work would have been offered to the registrant shall be considered a turndown. Rejection of the applicant by an employer is not a turndown. Note: It is the Applicant’s responsibility to notify this office if he or she will not be available to receive a call, or will be somewhere other than his or her phone number of record. It is the responsibility of the each Book Applicant to notify Local 601 that he or she has taken a short call in another jurisdiction prior to the start of that call (a call 14 days or less). This can be done via internet at any time of the day or by calling the Local 601 hall. If a Book 2 applicant does not notify Local 601 of a short call he or she will be dropped off of the book. Notifying the Local 601 referral agent at the time he is attempting to fill a call will no longer be acceptable.

Generally, you will be referred for employment based on your "position on the Book" or on a "first in, first out" basis (that is, the order in which your name appears on the applicable Group Register). You may also be eligible for referral if one of the following specific circumstances is applicable:

An employer may state bona fide requirements for special skills and abilities in its request for applicant(s).

If an employer states bona fide requirements for special skills and abilities, then the Business Manager shall refer you if you are the first applicant on the Group Register possessing such skills and abilities. An example of a referral applicant with a special skill and ability is a certified welder.

Under certain collective bargaining agreements, an employer is required to hire an additional employee or employees on the basis of age.

If the applicable collective bargaining agreement requires an additional employee or employees on the basis of age, then the Business Manager shall refer you if you are the first applicant on the Group Register satisfying the applicable age requirements provided, however, that all names in higher priority Groups, if any, shall first be exhausted before any other referral applicant is referred.

An employer may call for a foreman by name if such person so named is to be employed as a foreman and paid as a foreman for that specific referral request.

If an employer calls you out by name to be employed as a foreman as set forth above, then you may be referred to the employer without regard to the referral applicant’s position on the Group Register.

An employer may flag or identify (1) a member of a specific class of persons (or group of classifications of persons) specifically identified by the employer as necessary to comply with an employer’s equal employment opportunity hiring requirements or (2) a specific referral applicant from the Group Register. When an employer identifies or flags a specific referral applicant or specific class of persons (or group of classifications of persons) specifically identified as necessary to comply with an employer’s equal employment opportunity hiring requirements then those referral applicants who have been specifically named or who are members of a class of persons (or group of classifications of persons) identified as necessary to comply with equal employment opportunity hiring requirements may be eligible for a referral to the requesting employer if the flagged or specifically identified referral applicant or group of applicants are/is otherwise eligible for referral without regard to the referral for which the person(s) was/were flagged. A referral applicant is otherwise eligible for referral without regard to the referral for which the persons(s) was/were flagged if he or she is in the first position on the applicable Group Register and is eligible for referral in accordance with the referral procedure. The flagged person(s) may then choose to accept the referral to the employer that flagged the person(s) or the referral that he or she is eligible for without regard to the flag.

If you are flagged or identified by an employer (and are eligible for referral to an employer without regard to the flag), then you will be able to choose between the referral for which you were flagged and the referral that you are eligible for without regard to the flag.

All Applicants are allowed one (1) "turn down". After the second "turn down" the Applicant will go to the bottom of the Group Register (Book). If we fail to make contact with you or you don’t respond to a message we leave in a reasonable amount of time, you will receive a "turn down".

If the Applicant accepts the call, his or her name will be removed from the Group Register. Upon completion of the "call" and re-registration, the Applicant will be placed at the bottom of the Group Register (Book). Note: There are no "Short Calls" in Local 601.

All Applicants must re-sign monthly to maintain their position of the Group Register. Applicants may re-sign in person at either the Champaign or Streator offices between 8AM and 4PM Monday thru Friday. Call prior to heading to the Streator hall to be sure he is in the office. Applicants may also re-sign on the internet using the following procedure.

To use the internet you have to re-sign in the time frame of 48 hours before and 48 hours after your re-sign date. There will be no exceptions allowed!

After reading the referral procedure press the button I understand. On the next page enter your IBEW card number in the box provided and press submit number. Your name, position and re-sign date will appear, if you are in the re-sign time window then press Proceed to The Re-sign Page. If the re-sign option does not appear, click the re-sign button on the navigational bar, and repeat the above procedure.

NOTE--- Your new position will be reflected the next working day.

Local 601 will honor a short call (14 calendar days of less) worked in another local. After submitting your card number press short call and fill in the local number in which you accepted the short call. When your short call is over, use this same procedure to notify us. If your re-sign date has passed then you will need to report back to this local in person to maintain your position on the out-of-work list.

To remove your name from our out-of-work list simply press the button remove me.

The Business Manager is responsible for filling calls in a timely manner. This means that in an emergency, a referral may be made outside normal hours using whatever means available to fill a call.
